The Minister of Justice, Joana Rosa, met for the first time on Friday 29 January with the newly appointed members of the Governing Board of the Centre for Legal and Judicial Studies (CEJJ), at a meeting which served to set out the guidelines and plan the activities to be carried out during this initial phase of the CEJJ’s establishment, and to lay the foundations for its operation and institutional consolidation.
On that occasion, Joana Rosa reaffirmed the Ministry of Justice’s determination to provide the Centre with everything necessary for it to fulfil its mission, with a view to enhancing the skills and specialisation of judges and other judicial staff, emphasising that the quality of justice begins – and depends, to a large extent – on the quality of the professionals who deliver it on a daily basis.
It should be noted that the Executive Board and the General Council of the CEJJ were sworn in on Thursday at the Court Palace in Plateau, Praia.
The Governing Board is the body responsible for determining the CEJJ’s activities and overseeing its services; it comprises a Chair, Judge Simão Santos, and two Members, Dr Arceolinda de Carvalho and Dr Vera Querido.
The CEJJ was established by Decree-Law No. 29/2025 of 19 August, with the mission of ensuring the training of judges, prosecutors and other professionals in the fields of justice, civil registration and notarial services, civil and criminal identification, to promote scientific research and technical studies, and to foster national and international cooperation with institutions in the justice sector involved in training and scientific research, thereby enhancing the quality of legal and judicial services.
