José Luís Livramento takes over as Minister for Foreign Affairs and Vanuza Barbosa is the new Secretary of State for Communities

On the recommendation of the Prime Minister, José Ulisses Correia e Silva, the new Minister for Foreign Affairs, Cooperation, Regional Integration and Communities, José Luís Livramento, was sworn in today, 30 October, by Presidential Decree No. 13/2025 of 28 October, as the new Minister for Foreign Affairs, Cooperation, Regional Integration and Communities. Vanuza Francisca Correia Teixeira Barbosa takes up the post of Secretary of State for Communities with effect from today, following the recent appointments made on the recommendation of the Prime Minister, Ulisses Correia e Silva.

PhD in Economics (2013), with an MBA in Management (2003) and a Bachelor’s degree in Telecommunications and Electronics Engineering (1979), all from the Technical University of Lisbon, José Luís Livramento had been serving as Cape Verde’s Ambassador to the United States of America since October 2020. Between 2016 and 2020, he was Chairman of the Board of Directors, CEO and CTO of Cabo Verde Telecom, having previously held leadership positions at the former Cape Verde Post and Telecommunications Corporation and served as a consultant to the company between 2000 and 2016.

José Luis Livramento served in several governments. Between 1995 and 1999, he served as Minister for Education, Science and Culture, Minister for Education, Youth and Sport, and Secretary of State for the Economy, as well as serving as a Member of the National Assembly. He is also the author of several publications on the economy, education and regulation in Cape Verde.

Vanuza Barbosa is originally from the island of Fogo. She was sworn in on 30 November as the new Secretary of State for Communities, by Presidential Decree No. 14/2025. A Member of the National Assembly elected for the Movement for Democracy (MpD), she served on the Specialised Committee on Education, Culture, Health, Youth, Sport and Social Affairs, and has been a Member of the Inter-Parliamentary Union since 2021.

Vanuza Barbosa holds a postgraduate degree in Language Sciences, specialising in Psycholinguistics, from Universidade Nova de Lisboa, and a degree in Linguistics from the University of Lisbon; she has also completed advanced training in Marketing at the Instituto Superior de Ciências Jurídicas e Sociais (ISCJS). With experience in the fields of communications and higher education, she was a Lecturer and Director of the Communications and Public Relations Office at ISCJS (2010–2021), as well as having taught at the University of Santiago and the Pedagogical Institute of Fogo.
