Government approves Bill approving the Statute for Professional Art and Culture Creators and Producers

Speaking at the Council of Ministers meeting on 29 July 2025, the Minister of State, Family, Inclusion and Social Development, Fernando Elísio Freire, assured that this proposal formalises “an important part of our economy”, since it “establishes the regime applicable to the respective registration with the National Social Security Institute and the corresponding social protection regime, as well as the tax regime”.

“The law we are proposing to Parliament values art and artists and is, above all, the professional recognition of the creator and producer, because it allows access to social security, that is, registration with the National Social Security Institute and, consequently, medical assistance, medication assistance, as well as a clear, predictable and defined relationship with the tax authority,” said the Minister.

The proposal also “enshrines the obligation for natural or legal persons to only be able to hire professionals, creators and producers of art and culture who are duly registered” and “includes them” in the special legal regime for micro and small businesses, “which will promote or provide them with a favourable environment for creation, formalisation, development and competitiveness”.

It establishes a special tax regime for the professional creator and producer of art and culture, which is basically through the application, in a targeted way, of the special regime for micro and small companies.

It also provides for the recognition of the professional through the artist's declaration and the artist's card, taking into account their professional development.

In the draft law, the government has materialised one of its promises, which was to encourage the import of musical equipment, devices and accessories, as well as other goods exclusively for the use and professional activity of art and culture, which are demonstrably manufactured outside national territory, namely through exemption from VAT and customs duties - said the Minister.

The government also approved the draft proposal for a Decree-Law, which approves the regime for access to the activity of technical inspection of motor vehicles and their trailers and the operation of inspection centres, as well as the regime applied to initial, periodic and extraordinary inspections, allowing for adequate coverage of the national territory, i.e. equal treatment of all citizens who have vehicles, in their relationship with inspection centres.

Also approved was a draft resolution authorising the Ministry for Promotion, Investment and Business Development to incur expenditure on financing agreements between the Employment Promotion and Training Fund and public and private training bodies.

The aim of this measure is in line with what the government has been doing since 2016, which is to generalise access to vocational training, to create a framework of action allowing young people to have access to quality training and access to the labour market.

And it is within this framework, and “bearing in mind that the sector or area of information and communication technologies is a highly employable area”, that the government is authorising this government department to spend on 150 training courses with various training bodies throughout the country, which will benefit 3,200 young people in the country's various municipalities. The value of this investment is 517,000 escudos.

The government also approved a motion for a resolution authorising the tenth edition of the Professional Internship Programme in the Public Administration, which will cover around 200 young people who meet the following cumulative requirements: be aged between 18 and 35, have a higher education qualification that may or may not confer a degree, and have a legally recognised professional qualification.

Also approved was the Motion for a Resolution establishing 25 July as the National Day for Professional Road Transport Drivers.
