The Government of Cape Verde, through the Secretary of State for Foreign Affairs and Cooperation, Dr Miryan Vieira, clarified today at a press conference, that there is no intention of joining NATO, contrary to what was claimed by the PAICV president, emphasising that “such claims are untrue”.
A The possibility of establishing foreign military bases in Cape Verde has never been discussed with partners or external bodies, nor does it form part of the country’s foreign and national defence policy.
The Strategic Defence and Security Concept, adopted in November 2024, focuses on maritime security and the protection of national sovereignty. During the parliamentary debate in June 2024, the Government raised the possibility of a partnership with NATO under the Individually Tailored Partnership Programme, focusing on cooperative maritime safety.
During the recent Portugal–Cape Verde Summit, Prime Minister Ulisses Correia e Silva reaffirmed this intention to cooperate with NATO, without ever mentioning membership of the organisation.
It is important to remember that, in 2006, Cape Verde hosted NATO’s Operation Steadfast Jaguar, without there being any speculation about membership.
The Government reaffirms its commitment to a coherent foreign policy, based on national strategic interests and on international cooperation for the country’s development and security.
