2026 State Budget: Funding for FICASE increased to finance higher education and address the impacts of the PCFR and the PNASE 2023–2026

Funding for FICASE under the 2026 State Budget (OE) will be increased to finance higher education and address the impacts of the PCFR and the PNASE 2023–2026.

This measure forms part of the important role that the Ministry of Education will play in implementing the 2026 State Budget, given its direct impact on the development of human capital and on building a more inclusive society that is better prepared for the challenges of the future.

The information was announced by Deputy Prime Minister Olavo Correia on Wednesday (27th), following a meeting with a team from the Ministry of Education, led by the Minister, Amadeu Cruz.

“The budget will also facilitate the development of educational infrastructure through the refurbishment and expansion of schools, the construction of new schools, the digitisation of schools and the expansion of higher education to new islands,” said Olavo Correia, who also serves as Minister of Finance.

According to this official, funding for scholarships, both at home and abroad, will be increased, driving up the net enrolment rate to 25%, with a strong focus on including young people from low-income families and reducing regional disparities.

“Investment in higher education also includes solutions for student accommodation, such as the construction of halls of residence in Praia and São Vicente, as well as free sea transport for students travelling between the islands,” he adds.

The 2026 State Budget also provides for a commitment to educational excellence through policies aimed at improving the population’s skills, promoting social inclusion, boosting youth employment and strengthening the education system from pre-school through to higher education. “Initiatives are planned such as the Educational Achievement Programme, the School Sports Olympics, new science laboratories, the ‘School for All’ project and the strengthening of school management”.
